In recent years, the rise of information and communication technologies (ICTs) contrasted with the dire living conditions of the world’s poorest has been the subject of debate among industry and academia. However, despite the amount of writings produced on mobile phones, Western bias is surprisingly unbridledly prevailing alongside the fted dissemination of mobile phones. Expansive literature tends to present the rapid adoption of mobile phones among rural individuals, with little to no indication of how local values and voices are respected or promoted.

ALDER NOTES: The cost to create a new agency that houses the Independent Monitor and the Civilian Oversight Board is going to be an issue that needs ongoing community attention. There is money to hire the Independent Auditor this year but the impacts of COVID 19 on the 2021 budget are going to be extraordinary. Alders and advocates will need to think strategically about how to fund administrative staff for a new agency in 2021 and beyond.

I realize BLM is about more than one person, but the riots sparked due to George Floyd death. Those riots did nothing but make the (primary black) communities people live in worse. Stores were burned down and looted. Not all bad though, have a good relationship with my dad, and honestly me being around is healthy for him. I was born in 87, never spent a day in public school, but the only reason my education was fine was because of the intelligence and character of my parents. Both of my parents are highly educated, capable people, but I knew a lot of other home schooled kids who did not turn out well, especially socially..
