Highlights: At the August 1 Council meeting, the development agreement between the City and Garver Feed Mill LLC was adopted. The agreement included $1.6M in funds for the city to pay for remediation of the soil surrounding the historic Garver Feed Mill. The additional funds required a budget amendment, a 15 vote item, and thanks to my colleagues, it passed 17 2 (one absence).
For anyone that wants to try this process, I added comments to the gallery but here is the process outlined; First you want to prep your wood panel by spray painting even layers starting with a light color at the bottom and working your way up to the black. For this image I used these layers: white, light blue, blue, dark blue, black. While it may be possible to add different colors other than different tones of the same color, I have not had luck mixing colors.
