I base it purely from a chemically / physicy stand point , if you look at the LED on the market today they are producing light or the in the specific bands required and so less energy is being over the spectrum as the CFL and HPS and so ons do . If you look at chlorophyll ( the food for the plant ) and its respective absorbance bands here you could see how they could target those bands with a specific LED :O like this one here . Id just buy those and hook em up if I really wanted to boost the spectrum over those regions , just a thought :).
