Since there incessant talk of an “achievement gap” I assume that someone measured the performance of students and determined that fewer black than white students were successful in school. Apparently, this lack of success is a chronic problem, since some people say that they heard about the achievement gap for as many as 30 years. Efforts to close the achievement gap apparently include hiring a consultant at a cost of $340,000 to design programs like the Lunch Bunch, segregating black children (who may or may not be in the gap, btw), feeding them pizza, letting them play basketball, do crafts and talk to a rocket scientist on school time.
